Drupal CMS fehlende Blockregion demonstrieren

Ich habe Drupal CMS mit Drupal 11 mit PHP 8.3 mit Radix -Thema installiert. Da kann ich den Abschnitt Blockregion im Block -Layout -Menü nicht finden. Wo ich es bereits in Drupal 8 und 9 verwendet habe. Aber es fehlt auf der Drupal 11 -Website.
