Pip lässt mich --user nicht mehr installieren, zeigt einen extern verwalteten Umgebungsfehler an ⇐ Python

Ich habe in der Vergangenheit --user verwendet, um mich nicht mit virtuellen Umgebungen herumschlagen zu müssen, aber ich kann es jetzt nicht mehr tun, vermutlich auf einer anderen Python-Version.

In der Vergangenheit hätte ich erwartet, dass --user funktioniert, ich bin mir nicht sicher, ob dies beabsichtigt ist oder ein Fehler, da --user ohne Root-Zugriff die im System installierten Dinge nicht beschädigen sollte.
