Wie behebe ich „Fehler: extern verwaltete Umgebung“ jedes Mal, wenn ich Pip 3 verwende?

Wenn ich pip install xyz auf einem Linux-Computer ausführe (unter Verwendung von Debian oder Ubuntu oder einer abgeleiteten Linux-Distribution), erhalte ich diese Fehlermeldung:

Was bedeutet dieser Fehler? Wie vermeide ich es? Warum funktioniert pip install xyz nicht wie vor dem Upgrade meines Systems mit sudo apt upgrade?
