 Pip install generiert FEHLER: Befehl mit Exit-Status 1 fehlerhaft

Ich bekomme dieses Problem immer wieder, wenn ich versuche, PyGObject für Python 3.7 in Pycharm zu installieren. Zuerst erhielt ich die Fehlermeldung, dass cl.exe nicht gefunden werden konnte, aber ich habe ein wenig recherchiert und festgestellt, dass offenbar das C++-Toolkit fehlte, obwohl ich cl.exe finden konnte. Ich habe pip und Toolkit neu installiert und cl.exe zu PATH hinzugefügt, und dieser neue Fehler ist aufgetreten:
